Live Scan is electronic fingerprint capture. For a Florida regulatory transaction, the images are submitted through an authorized system using the routing information for the requesting agency. An ORI identifies the agency and purpose, while a transaction control number may document the submission. When an applicant cannot use an in-person electronic site, some programs allow an original ink card to be sent to a provider identified as Hard Card Scanning Capable. The provider converts an eligible card into the permitted electronic transaction. Because acceptance varies by agency and purpose, we confirm the card, ORI and submission route before the applicant ships anything.

We transmit the prints through the confirmed route and provide the available transaction receipt. Processing and acceptance remain with the receiving agency.
Applicants outside the United States may be able to use an ink fingerprint card, depending on the requesting program. The applicant has the prints taken by an appropriate local authority or qualified technician, sends the original card to the provider, and the provider converts it only if the receiving channel authorizes that method. Direct FBI Identity History Summary requests, Florida licensing transactions and other background-screening programs do not necessarily use the same card or routing rules. We therefore confirm the purpose, applicant status, receiving authority, current form and shipping instructions before the original card is sent.

Live Scan is the electronic capture of fingerprints with a digital scanner. For an authorized Florida transaction, the images are transmitted through the applicable channel using the ORI or other routing information supplied by the requesting agency. The applicant receives a transaction control number or another receipt when the system provides one.
Yes. The capture appointment itself is not limited to U.S. citizens. Identification, eligibility and routing requirements are established by the requesting agency and the purpose of the transaction. Bring current government-issued photo identification and the agency instructions.
An Originating Agency Identifier routes an authorized fingerprint submission to the correct agency and purpose. A missing or incorrect ORI can prevent the receiving agency from matching the results to the application. We confirm the information supplied by the agency before transmission.
Bring the current identification required by the requesting agency, the exact name of the agency or license, the ORI or other routing information, and any form or application number provided to you. Some programs require two forms of identification, so review the agency instructions before the appointment.
Yes. We handle authorized electronic submissions for DBPR professions when the applicant supplies or confirms the current profession-specific ORI. DBPR procedures and codes can change, so the license type and current instructions are reviewed before transmission.
A person abroad may have ink fingerprints placed on the card required by the receiving program and send the original card to a hard-card scanning capable provider. Acceptance, card format, routing and shipping requirements depend on the agency. We confirm the permitted workflow before you send the card.
FD-258 is a standard fingerprint card commonly used for ten-print ink impressions. Not every program accepts the same card or a scanned conversion, and the FBI currently provides a separate downloadable form for direct Identity History Summary requests. Use the form specified by the receiving agency.
FDLE uses that description for listed providers that can convert eligible ink fingerprint cards into authorized electronic submissions. Capability does not mean every agency or transaction accepts a mailed card; eligibility must be confirmed for the specific program.
Transmission timing and result processing are controlled by the receiving agency. We provide the transaction receipt when available, but cannot guarantee, expedite or predict the agency’s completion time. Contact the requesting agency for current status procedures.
Electronic capture provides quality feedback during the appointment, and mailed cards can be reviewed before an eligible submission. The receiving agency makes the final quality determination. If it rejects the prints, the retake procedure depends on that agency’s rules.
The receiving foreign authority decides whether it will accept the FBI response and whether an apostille, translation or other certification is required. The U.S. Department of State, not the fingerprint provider, issues an apostille for an eligible federal document.
The total depends on the agency channel, government or vendor fees, the number of submissions, and whether the service is in person or an eligible hard-card case. We confirm the scope and total price in writing before proceeding.
