When you sign a document that decides a pension, an inheritance, a license or the future of your company, it matters who is on the other side of the table. This center was founded by Zulma Eliana Bourelly in Brickell, Miami: Florida Notary Public commission with RON registration for online signing, Florida Supreme Court certification as a mediator, National Notary Association credentials, and FDLE approval for fingerprints — all numbered, all verifiable.

Zulma is a Colombian lawyer, graduated from the National University of Colombia (1997), with a valid Professional Card in the National Registry of Lawyers of Colombia under her maiden name, Riveros Trujillo — not licensed to practice law in Florida or the United States — and that double perspective is the silent advantage of this center: she understands how the registries, consulates and organizations of Latin America think, and at the same time she is certified in the Florida system, where she has practiced as Florida Notary Public since 2010. Like so many of the families she serves, she is also a migrant mother: she knows the weight of a document that does not arrive on time, of a pension that depends on a certificate and of a procedure that is explained in a language that is not hers.
His career in the United States adds credential upon credential: Real Estate license from the Florida DBPR (2014, SL3350296), certification as an Anti-Money Laundering Specialist (CAMS) from ACAMS (2020), certification from the Supreme Court of Florida as a County Court Mediator (2022) and the Notary Signing Agent credentials from the National Notary Association, with a background check renewed annually. Today she leads a bilingual team—with attention also in Italian—from Suite 1905 at 175 SW 7th St, in the heart of Brickell.

My commitment is simple: that each client signs understanding what they are signing, and that their document reaches its destination without surprises.

Most of our clients live between two systems: that of their home country—the civil law tradition of Latin America and Europe, with its registrations, powers and formalities—and the Florida system, with its own rules about signatures, oaths and certifications. Many costly errors are born exactly at that intersection: a perfect document for a system that the other does not recognize. Our founder’s training in both worlds exists so that hers is not one of them.
Notary Public Center is a private center for Florida Notary Public services, document preparation, certified mediation and fingerprint capture. We are not a law firm or a government agency: We do not provide legal or immigration advice, and our founder’s legal training in Colombia does not constitute a license to practice law in the United States. Every page on this site includes the notices required by Florida law — and every credential we publish is verifiable to its issuer.

Yes. The founder is registered as an Online Notary with the Florida Department of State (Cap. 117, Florida Statutes), which authorizes notarizations by secure video call with identity verification and recorded session. When completed in accordance with Florida requirements, the document is legally notarized and can be signed from another state or country without traveling to Miami.
She is a Colombian lawyer: graduated from the National University of Colombia (1997), with Professional Card No. 85463 of the Superior Council of the Judiciary and current registration without sanctions in the National Registry of Lawyers, under her maiden name, Riveros Trujillo. She is not licensed to practice law in Florida or the United States — and by law she does not provide legal advice here. This training is used for what we do: prepare documents rigorously and understand what the organizations in your country expect to receive.
